Breakpoints are not hit in runtime complied code when recompiling the code using RoslynCompilerService
How to reproduce:
1. Open the attached "1295381.zip" project
2. Open the SampleScene Scene
3. In the Edit->Preferences->General->ScriptChangesWhilePlaying select "Recompile after finished playing"
4. In the Hierarchy select Helloworld Object and check the "Recompile" checkbox in the Inspector
5. Open HelloWorldImpl.cs and attach a Breakpoint somewhere in the code
6. Attach a Debugger to Unity
7. Enter the Play Mode
Expected results: After entering Play Mode the Breakpoint is hit in the IDE
Actual results: Code is executed normally
Reproducible with: 2019.4.19f1, 2020.1.17f1, 2020.2.3f1, 2021.1.0b4, 2021.2.0a3
Could not test with: 2018.4.31f1 (Scripts throw errors after downgrading the project)

-Reproduces with multiple IDEs (Visual Studio, Rider)
