Blue highlights appear when some of the UI Builders panels are focused
How to reproduce:
# Open any project
# Create a UI Document Asset in the Project Browser and open it
# Click anywhere in the Viewport, the Inspector or the Library panels
# Click anywhere in the Hierarchy or Stylesheets panels
Expected results: No highlight lines appear for any of the panels
Actual results: A highlight appears at the top of the Viewport, Inspector and Library panels, it does not for the Hierarchy or Stylesheet panels
Reproducible with: 2021.3.46f1, 2022.3.53f1, 6000.0.30f1, 6000.1.0a6
