[Backport] Progress Bar doesn't get updated in the UI Builder Viewport when modifying the Low Value property
How to reproduce:
1. Open the user's attached "New Unity Project (1).zip" project
2. Open the "NewUXMLTemplate.uxml" in UI Builder
3. Select the "Progress Bar" Visual Element in the Hierarchy
4. Drag the "Low Value" property in the Inspector
Expected result: Progress Bar is updated in the UI Builder Viewport
Actual result: Progress Bar is not updated in the UI Builder Viewport
Reproducible with: 2021.2.0b5, 2022.1.0a2
Not reproducible with: 2022.1.0a3, 2022.1.0a4
Could not test with: 2021.1.17f1 or below (No Progress Bar)
