Background tint doesn't work for sprites when using transitions
Steps to reproduce:
1. Open the attached “BGTintBug” project
2. Open Window → UI Toolkit → UI Builder
3. In UI Builder window Add Existing USS NewUSSFile.uss in Assets/IN-29315_TintBug
4. Enable preview and hover the mouse over both buttons
Expected result: Shows the transition for both buttons
Actual result: The transition doesn’t happen for the button with Sprite Background Image
Reproducible with: 2022.2.2f1, 2022.2.3f1, 2023.1.0a24, 2023.1.0b1
Not reproducible with: 2021.3.17f1, 2022.2.1f1, 2023.1.0a1, 2023.1.0a23
Could not test with: 2020.3.43f1 (UI Builder doesn’t support Sprites)
Reproduced on: macOS Monterey 12.2 (Intel)
