Auto SH Evaluation Mode doesn't use Per Vertex on Mobile and some handheld devices
As URP removed some platform hardcoding and later introduced SH Evaluation Mode in the URP Asset, the defaults for mobile and some handheld devices changed from Per Vertex to Per Pixel, causing a performance regression on those platforms.
Workaround is to select Per Vertex in the URP Asset but Auto should use Per Vertex on those platforms. The default setting in URP assets is Auto so the behavior should be fixed there.
