AssetDatabase.GetLabels return empty in AssetPostProcessor when asset is first imported
How to reproduce:
1. Open the user-submitted Project
2. Right click "test-texture" -> Show in Explorer -> Cut the "test-texture" and its .meta file outside of the Project
3. Manually paste the files back into the Assets folder
4. Observe the Console
Expected result: The Label is read correctly as "TestLabel"
Actual result: The Label is returned empty
