AssertionException is thrown when preloading localization tables twice
How to reproduce:
1. Open the attached project "MaterialLocalization_.zip"
2. Open "Boot" Scene
3. Open the Addressables window ( Window > Asset Management > Addressables > Groups )
4. Make sure that "Use Existing Build (requires built groups)" is checked under "Play Mode Script"
5. Build the Addressables
6. Enter Play mode
Expected result: the Asset table returns requested materials
Actual result: an AssertionException is thrown causing the Asset table to be null
Reproducible with: 0.2.1-preview, 1.0.5 (2020.3.23f1, 2021.2.3f1), 1.0.5 (2022.1.0a15)
Could not test with: 2019.4.33f1 - due to console errors

@MIGHTYBOX Please try 1.3.2 which will be released next week. If the issue still happens then file a bug report so we can look into it.

This issue still exists on Unity 2021.3.1+ and Localization 1.3.1. It could be a regression, or a different cause, but same result.
