[API Updater]Creating empty project in 5.6 and opening it in 2017.1 prompts an API Updater
To reproduce:
1) Create new project in 5.6
2) Immediately close Unity
3) Open same project with 2017.1
Expected: Project opens without any dialog asides from different version warning, as it is completely empty and unmodified
Actual: API Updater's Consent Dialog prompts up (one which asks whether you made a backup and are fine to update) and if allowed, it actually runs
Reproduced when doing 5.6.0b11->2017.1.0a2
