Animator window splitter offsets when clicked
How to reproduce:
1. Open user's project (Animator.zip)
2. Click on a splitter line between Parameters and Animator's states window and drag it to the left or right.
Expected result: splitter doesn't offset when clicked
Actual result: splitter offsets when clicked
Reproducible with - 2018.2.0a4, 2018.2.0a1
Not reproducible with - 2018.1.b11
Verified with: 2018.3.0a6
