Animator GetLayerWeight always returns 0 when calling it on the Base Layer (index 0)
How to reproduce:
1. Open the attached project (case_1315029-AnimatorGetLayerWeight)
2. Open SampleScene
3. Click Play
4. Observe the Console
Expected result: 1 is printed to the Console
Actual result: 0 is printed to the Console
Reproducible with: 2018.4.32f1, 2019.4.21f1, 2020.2.6f1, 2021.1.0b8, 2021.2.0a6
