Animation window element positions flicker when resizing
Steps to reproduce:
1. Create a new Unity project
2. Open the Animation window
3. Slowly resize the Animation window horizontally by dragging the window's edge
Expected: window element positions do not flicker while resizing
Actual: window element positions noticeably flicker while resizing the window horizontally
Reproduced in: 2019.1.0a5, 2018.3.0b6, 2018.3.0a1
Didn't reproduce in: 2018.2.12f1, 2017.4.13f1
Regressed in: 2018.3.0a1
