[Animation] Keyboard shortcut for renaming doesn't work for animator parameters
Keyboard shortcut for renaming doesn't work for animator parameters and layers
Steps to Repro:
1. Create a new Project
2. Project window > right click
3. Animator Controller
4. Double click on Animator controller
5. Switch to parameter tab in Animator window
6. Click on '+' to add a parameter
7. Select added parameter and press F2 on Windows or Enter on Mac
Actual Result:
1. Renaming is not activated
2. Same happens for Animator layers
Expected Result:
Renaming is activated

Windows and Mac

2019.3.0a2, 2019.2.0b2, 2019.1.0f2, 2018.3.11f1, 2017.4.7f1

Resolution Note:
Might be useful depending on the experimented userbase using the shortcut, but we decided the bug to be as a won't fix. Easy workaround
