Animation events don't fire on 0-1 frame
How to reproduce:
1. Download and open the project from attached link.
2. Open NeptuneLocomotion scene.
3. Find the Neptune@Standing_1H_Magic_Attack_02.fbx model in Assets folder and click on it.
4. In Inspector window under Animations open Events tab and set the first event CreateOrb to the very beginning of a timeline.
5. Open MixamoProMagic Controller in Animator window and on the Parameters turn on Attack trigger.
6. Play the scene and notice that CreateOrb event doesn't fire.

Note: If Stading_1H_Magic_Attack_02 in Animator window is set to Layer Default State, bug is not reproducible.
