[Android][Vulkan] SkinnedMeshRenderer doesn't render mesh when using Snapdragon 865 SM8250 CPU devices



How to reproduce:
1. Open the user’s attached “AndroidSkinnedMesh” project
2. Build and Run the “SkinnedChar” Scene on Android
3. Observe the Player

Expected result: Both meshes are rendered
Actual result: SkinnedMeshRenderer doesn’t render mesh

Reproducible with: 2022.2.0a17, 2022.2.0f1, 2023.1.0a21
Not reproducible with: 2020.3.42f1, 2021.3.16f1, 2022.1.23f1, 2022.2.0a16
