[Android][Vulkan] RenderTexture is cleared every frame when using Vulkan API on Android
To reproduce:
1. Open the user's attached project
2. Build and deploy the Sample Scene on an Android device
3. Swipe on "Scratch Card" field
Expected result: The "Scratch Card" texture becomes transparent in the places it was swiped on
Actual result: The "Scratch Card" texture redraws itself every frame
Reproduced with: 2018.4.3f1, 2019.1.7f1, 2019.2.0b6, 2019.3.0a6
