[Android Vulkan] (Regression) Standard shader Forward Rendering Options Specular Highlights does not work
Step:
1. Open repro project. there are spheres using standard shaders which has the "Specular Highlights" on Forward Rendering Options turned on/off
2. Build Android apk with vulkan api and play it on phone OR use the apk attached with this report
Expected result: the left 2 spheres have the white specular highlight on them and the right 2 spheres don't
Actual result: all spheres are not having the white specular highlight

Not reproducible in: 5.6.2f1
Device: Samsung Galaxy S7
This bug may relate to 927044, which is also a regression standard shader bug
