[Android] VideoPlayer plays video with stuttering when Handheld.PlayFullScreenMovie is not being used
To reproduce:
1. Open Attached project file "1109087"
2. Build and Run "Scene"
3. Press on the first button and notice that the video is lagging
4. Press on the second and see that it is all good
Actual result: Video stuttering
Expected result: Video should play smoothly
Reproduced with: 2017.4.17f1; 2018.2.20f1; 2018.3.1f1; 2019.1.0a13

Resolution Note (2020.1.X):
I tried to reproduce in 2017.4 (and later) with a Samsung S8 and S10 and was not able to reproduce. Playback is smooth in both the newer Unity video player and the older Handheld.PlayFullScreenMovie.
