[Android][VideoPlayer] h264 videos are started as if the first frame appeared at 00.000
Repro steps:
1. Open user attached project
2. Build and Run on Android
3. Find video "BZ 204"
4. "Download Video"
5. "Prepare Video"
6. "Play" and pause after the red swish appears
7. Repeat steps 3-6 for video "BZ 212"
8. Check the log and find the two "Source Time" messages for the 25th frame
Expected: As the BZ 204 video has a start time of 0.041 the 25th frame is at 1.0427. The BZ 212 video has a start time of 0.00 and the 25th frame is at 1.001
Actual: The 25th frame on Android is the same for both videos
