[Android] Two DLLs in different folders are conflicting with each other when attempting to build the project
Reproduction steps:
1. Open the attached project "BuildFail.zip"
2. Go to File > Build settings
3. Switch to an Android Platform
4. Attempt to build the project and observe the Console window
Expected result: The project is built without any errors
Actual result: The build is canceled due to an errors in the Console window: "Found plugins with same names, Assets/DEVELOPMENT_BUILD/System.Threading.Tasks.Extensions.dll and Assets/RELEASE_BUILD/System.Threading.Tasks.Extensions.dll. Delete the one of the duplicate plugins."
Reproducible with: 2019.4.31f1, 2020.3.20f1, 2021.1.25f1, 2021.2.0b15, 2022.1.0a11
Notes:
- Issue does not reproduce when attempting to build project on Standalone, WebGL, iOS Platforms
