[Android] Time.deltaTime values aren't stable on specific devices

How to reproduce it:
1. Open the user's attached "TestDeltaTime" project
2. Build and Run the project on Android device
3. Observe the first thousand frames' deltaTime value output in the Android Logcat

Expected result: Time.deltaTime value differ only in 10^-4^ and below the scale of a second
Actual result: Approximately in 1 out of 500 frames Time.deltaTime value increases by 10^-2^ seconds

Reproducible with: 2021.2.0a1, 2021.3.7f1, 2022.1.11f1, 2022.2.0b3, 2023.1.0a4
Not reproducible with: 2020.3.37f1, 2021.1.28f1

Not reproduced on: macOS 12.3 (Intel), Windows 10
