[Android] Specular Highlights have precision issues on devices with Adreno GPU
How to reproduce:
1. Open the attached project "PrecisionIssues_repro.zip"
2. Open "SampleScene" Scene and add it to the build
3. Build and Run on an Android device with Adreno GPU
4. Observe the Scene on device
Expected result: Highlights (white areas) have blurred corners
Actual result: Highlights (white areas) have sharp corners
Reproducible with: 12.0.0 (2021.2.0a10), 12.1.7 (2021.3.5f1), 13.1.8 (2022.1.7f1), 14.0.3 (2022.2.0a18), 15.0.0 (2023.1.0a2)
