[Android] Mobile notifications are delayed when setting elapsed time
Reproduction steps:
1. Open the user's attached "LocalPushNotificationSample.zip" project
2. Build and Run for Android
3. In the Player, write "15" in the "Input elapsed seconds..." text box
4. Press the "Set Notification" button
Expected result: Notification appears on the phone after 15 seconds
Actual result: Notification appears on the phone after ~26 seconds
Reproducible with: 2.0.1, 2.0.2 (2019.4.39f1, 2020.3.35f1, 2021.3.3f1, 2022.1.1f1, 2022.2.0a14)

Im still seeing the same error with Mobile Notifications 2.1.1.
