[Android] Application.internetReachability is NotReachable when built



Reproduction steps:
1. Open the attached project "ReproProj" with Android Platform
2. Open the “/Assets/Scenes/SampleScene.unity” Scene
3. Build And Run
4. Observe the Player

Expected result: “ReachableViaLocalArenaNetwork” text appears
Actual result: Text appears “NotReachable“

Reproducible with: 2023.1.3f1, 2023.2.0a23
Could not test with: 2021.3.28f1, 2022.3.4f1 (WARNING: The option setting 'android.enableR8=false' is deprecated)
