[Android] "Android SDK is outdated" error when using Android SDK Tools installed from SDK Manager in Android Studio
Steps to reproduce:
1. Launch Android Studio, a small welcome window opens.
2. There's a small Configure button at the bottom right. Choose "SDK Manager".
3. In the main section, click on the SDK Tools tab.
4. At the bottom of the main section, un-check Hide Obsolete Packages
5. Install Android SDK Tools (obsolete) (note that it's version 26.1.1, which is what the error message complains about)
6. Launch Unity
7. In the External tools set the SDK that is previously installed from Android Studio
8. Build the project or Android
Expected results: SDK is accepted by Unity and Android build
Actual results: An error related to SDK is thrown "Android SDK is outdated. SDK tool version 0.0 < 26.1.1."
Reproducible with: 2019.4.12f1, 2020.1.10f1, 2020.2.0b9
Not reproducible with: 2018.4.28f1
Fixed in: 2021.1.0a1
Note: Reproducible with MacOS and Windows. The issue is a regression but it is fixed therefore the regressed version is not needed
