[Preset] 'Alpha is Transparency' setting cannot be changed after creating a custom Texture Importer
How to reproduce:
1. Create a new Unity project
2. Import any image
3. Create a Texture Importer preset and inspect it
Expected result: 'Alpha is Transparency' setting can be changed
Actual result: 'Alpha is Transparency' setting cannot be changed
Reproducible with: 2018.3.14f1, 2019.1.1f1, 2019.2.0a14, 2019.3.0a1
Could not test with: 2017.4.26f1(Custom Import presets not available)
