[Adaptive Performance] "Go To Settings" button opens package manager in No Adaptive provider pop-up when building a project with no provider selected
To reproduce:
1. Create a new project
2. Install the Adaptive Performance package from the package manager
3. Build the project for standalone
4. Observe as "No Adaptive Performance provider found" pop-up appears
Expected result: pressing "Go To Settings" open the Project settings window with the Adaptive Performance tab open
Actual result: pressing "Go To Settings" opens the package manager window and error in the console: "ArgumentNullException: Value cannot be null."

2022.1.0a14 (4.0.0-pre.1), 2022.2.0b9 (4.0.1), 2023.1.0a12 (4.0.1)
No repro:
2021.3.10f1 (4.0.1), 2022.1.0a13 (4.0.0-pre.1)
