[2D][Tilemap Extras] Grid rows in "Tiling Rules" do not expand to fit the extended grid when "Extend Neighbor" is enabled
How to reproduce:
1. Open project "Tilemap_Extras_Bug1.zip"
2. In the Project window select "New Rule Tile" Asset
3. In the Inspector window check the "Extend Neighbor" checkbox
4. Observe the "Tiling Rules" list grid
Expected result: The grids are not on top of each other
Actual result: The grids are on top of each other
Reproducible with: 1.6.1-preview (2020.3.31f1), 2.2.1 (2021.2.16f1), 3.0.0 (2022.1.0b12, 2022.2.0a8)
Not reproducible with: 1.6.0-preview.1 (2019.4.37f1), 1.6.1-preview (2020.3.30f1)
