[2D] [PSD Importer] Unable to rig PSD file without unique layerId
Steps to Repro:
1. open the attached project
2. select the panboo_back.psd and open the skinning editor
3. rig the sprite (e.g. create bones, geometry, and weight)
4. click Apply
Result: The bones all move the lower left corner of the sprite
Expected: The bones stay where they were set and the sprite is properly rigged and ready for animating
