[2023.2] HDRP Asset Settings Helper throws a NullReferenceException
*How to reproduce:*
# Open the attached project named WaterSampleProject
# Open Glacier Scene located in Samples/High Definition RP/16.0.4/Water Samples/Scenes
# Observe the Scene view and the Console window
*Expected results:* No errors are thrown and the scene is rendered
*Actual results:* NullReferenceException is thrown and the scene is not rendered
*Reproducible with:* 2023.2.4f1
*Not reproducible with:* 2021.3.33f1, 2022.3.15f1(Water Samples are not present), 2023.2.3f1, 2023.3.0a18 (HDRP Asset Settings Helper works correctly with Water Samples)
