User gets signed out and license deactivates when Hub is started with no internet connection
Repro steps:
1. Quit Unity Hub, if it is running in the background
2. Disable used network connection
3. Open Unity Hub
Expected results: the license is active, it is possible to open and work on projects
Actual results: user gets signed out, the license is inactive, impossible to open/create projects or sign back in
Reproduced with: Unity Hub 2.1.1
