Lighting Override Mask not working when using multiple instances of Gradient Sky

Reproduction steps:
1. Create a new HDRP project
2. Create a new scene, disable Directional Light and create a Plane
3. Create 2 Empty Game Objects, Attach Volume Components, and create Profiles for both of them
4. Add 2 new overrides to the Profiles: Visual Environment and Gradient Sky
5. Set Visual Environment Sky type to Gradient sky, and set Gradient Sky Exposure to 14 on both GameObjects
6. Create a new Layer, set one of the GameObject’s Layer to it, and change the Gradient Sky Top color to any other color than the default
7. Set HDRP assets Lighting Override Mask to the newly created Layer (Quality settings > HDRP asset > Lighting > Sky > Lighting Override Mask)

Expected result: Plane GameObjects color is Top color of Gradient Sky
Actual result: Plane GameObjects color is not Top color of Gradient Sky

Reproducible with: 12.0.0 (2021.2.0b1, 2021.2.0b11, 2022.1.0a1), 13.1.0 (2022.1.0a 13)
Not reproducible with: 7.7.0 (2019.4.30f1), 10.5.1 (2020.3.19f1), 11.0.0 (2021.1.22f1), 12.0.0 (2021.2.0a21)

Notes:
-Not reproducible with a single instance of Gradient Sky
-Can't test with UPR, because Volume components don't have Visual Environment and Gradient Sky Overrides

    I just came across this issue in 2021.2.0b14. The difference is that the override mask never applies at all, regardless of how many Gradient Sky instances are in the scene.

    Is there a way to know roughly when a fix might be done for this?
