[Windows] Shortcut Manager alt tabs recently opened application window on creating a new profile
When a new profile is created or deleted from Shortcut manager, recently minimized application window is popped up instead of Shortcut manager window. Refer the attached video
Steps to reproduce:
1) Create a new project
2) Edit > Shortcuts
3) Open any other application window in windowed mode
4) Click on Shortcut manager in Unity > Create new profile
Actual result: Other application window is popped up before Unity
Expected result: Shortcut Manager window only should be opened
Occurring on: 2020.2.0a1, 2020.1.0a22
Working fine on: 2020.1.0a21, 2019.3.3f1
Environment: Windows only
