[Vulkan] Windows in the Editor become black when trying to interact with them
Steps to reproduce:
1. Open the attached project "Vulkan window problem"
2. Navigate to the Hierarchy Window
3. Right-click in the Hierarchy Window
Expected results: Windows in the Editor stays intact
Actual results: Windows in the Editor become black
Reproducible with: 2018.2.0b9, 2018.3.13f1, 2019.1.0f2, 2019.2.0a12, 2019.3.0a1
Not reproducible with: 2017.4.26f1, 2018.2.0b8
Note: In lower versions than 2018.3.0a3, Vulkan must be set in the command line manually with -force-vulkan
