VFX Graph is not cacheable and is reimported when switching platforms
How to reproduce:
1. Open the attached project "IN-12154_shadergraph-test.zip"
2. Open File>Build Settings...
3. Switch Platform to UWP
4. Open Window>Analysis>Import Activity
Expected results: "SpeedTree8.shadergraph" doesn't take more than 2000ms to reimport
Actual results: "SpeedTree8.shadergraph" takes more than 2000ms to reimport
Reproducible with: 2021.3.8f1, 2022.1.13f1, 2022.2.0b4, 2023.1.0a5
Could not test with: 2020.3.37f1 (no Import Activity window)
Reproducible on: Windows 10

Resolution Note:
Yes this is more a feature request. At the moment, the recompilation of VFX per platform is by designed. There are plans to remove it and also some optimization task regarding compile/import time of VFX
