[URP] Setting negative scale for an Object disrupts control bar icons and other windows content
Reproduction steps:
1. Create and open a new URP project
2. Add 3D Object Cube to the scene
3. In the Inspector window, change Cube's x coordinates to -1
Expected result: control bar icons aren't missing
Actual result: control bar icons are missing
Reproducible with: 12.0.0, 12.1.0, 12.1.1, 12.1.2, 13.1.3 ( 2021.2.0a18, 2021.2.1f1, 2021.2.2f1, 2021.2.7f1, 2022.1.0b2 )
Not reproducible with: 7.7.1, 10.8.0, 12.0.0 ( 2019.4.34f1, 2020.3.25f1, 2021.2.0a17 )
Notes: in the 12.0.0, 12.1.0, 12.1.2 versions, you need to select a 2D view to reproduce the issue
Other windows, for example, the package manager window is missing most of the content when the issue is reproduced
