[URP][OpenXR] XRSettings.renderViewportScale with URP give incorrect results when the value is less than 1
Reproduction steps:
1. Open the attached project (“fixedForOculus.zip“)
2. Open the “/assets/TestScene.unity” Scene
4. Enter the Play Mode with a Quest device connected through Oculus Link
5. In the Editor click the Game window
6. Start pressing “F2” on your keyboard while also observing what is shown on VR
Expected result: The image shown in the VR does not break
Actual result: The shown image in the VR breaks
Reproducible with: 2020.3.41f1, 2021.3.13f1, 2022.1.22f1, 2022.2.0b15, 2023.1.0a18
Reproducible with devices:
Valve Index (need to change Play Mode OpenXR Runtime to “System Default” in OpenXR settings or test with user’s attached “dynares test.zip” project)
VLNQA00379, Oculus (Quest 2), Android 10, CPU: Snapdragon XR2, GPU: Adreno (TM) 650
Reproduced on: Windows 10 Enterprise 21H2
Notes:
* XRSettings.renderViewportScale with URP returns incorrect results when the value is less than 1
* Reproduces with Single Pass Instanced and Multi Pass Stereo Rendering Mode
