UIToolKit elements don't receive OnKeyDown events when the UXML doesn't have explicit focusable=true
How to reproduce:
# Open the attached project "UIToolkit.zip"
# Open Assets/AI Designer Behaviour.asset
# Press space in the "AI Designer Behaviour" window
Expected results: Context menu opens
Actual results: Context menu doesn't open
Reproducible with: 2023.1.0a1, 2023.1.0b9 2023.2.0a9
Not reproducible with: 2021.3.22f1, 2022.2.0a17, 2022.2.13f1
Could not test with: 2020.3.46f1 (compilation errors in the Console window)
Reproducible on: Windows 10
