Tooltips sometimes get cropped when shown near the edge of the screen
How to reproduce:
1. Create a new project
2. Set your Layout Preference to "Default" (Window -> Layout -> Default)
3. Create a new Cube and in Its Inspector Window Highlight any of the Blue Reference buttons
4. Observe the Tooltip text
Expected result: The full tooltip text fits into the screen
Actual result: The tooltip text gets cut off/cropped when highlighting buttons near the edge of the screen
Reproduced in: 2019.1.0a4, 2018.3.0b5, 2018.2.11f1, 2018.2.0b1
Not reproducible in: 2018.2.0a9, 2018.1.9f2, 2017.4.12f1
