[Timeline] A much larger audio clip is created when dragging and dropping a very small audio clip on to an Audio Track
Repro steps:
1. Open attached project
2. Create an empty GameObject in the Hierarchy
3. Open the Timeline Window and create a Timeline asset for that GameObject
4. Create an Audio Track in that Timeline
5. Drag and Drop "SingleSineWave_2" from the Project Window on to the Audio Track
Expected: An audio clip of an appropriate size is created in the Audio Track
Actual: A very large audio clip is created which is very different in size between the actual asset
Reproducible with: 2018.2.4f1, 2018.3.0a9
Not reproducible with: 2017.4.9f1, 2018.1.9f1, 2018.2.0a6
Fixed in: 2018.3.0a11
