Test Runner runs slower by around 1 second when "Busy Progress Delay" is changed
How to reproduce:
1. Open the attached project "ProTiler.zip"
2. Open Window>General>Test Runner
3. Click "Run All" in the Test Runner window
4. Notice that it took about 2 seconds to finish the tests
5. Open Edit>Preferences...
6. Select the General tab
7. Increase "Busy Progress Delay" by left mouse click and dragging to ~3.1 in the Preferences>General window
8. Repeat step 3
Expected results: Test time did not increase
Actual results: Test time increased by around 1 second
Reproducible with: 2021.3.25f1, 2022.2.20f1, 2023.1.0b16, 2023.2.0a15
Could not test with: 2020.3.48f1 (compilation errors in the Console window)
Reproducible on: Windows 10
