Sub Graphs are missing in Shader Graph's "Create Node" menu when Unity Editor is restarted
Reproduction steps:
1. Open the attached project “SubGraphMissing”
2. Open “Assets/test.shadergraph” in Shader Editor
3. In the Shader Editor window right-click and select Create Node
Expected result: Sub Graphs are visible as an available choice
Actual result: Sub Graphs are missing from the list
Reproducible with: 2022.2.0b10, 2022.2.17f1
Not reproducible with: 2021.3.27f1, 2022.2.0b9, 2022.3.3f1, 2023.1.0f1, 2023.2.0a19
Fixed in: 2022.2.18f1
Reproducible on: Windows 10
Note: Reimporting makes the Sub Graphs appear
