Scene view is still tinted in play mode when Navigation window is on
1. Set a clearly visible Playmode Tint colour
2. Set '2 by 3' layout
3. Enter play mode
4. Observe that if the Navigation or Occlusion windows are open, the Scene View is tinted, and if they are not, it is not
Expected behaviour: the Scene View should not be tinted when the Navigation or Occlusion windows are open.

I reported this bug. I also want to give additional information.
Scene is tinted also when:
Lighting window is open
or
a RectTransform object is selected in the Inspector.
