To reproduce:
1. Build attached project for WebGL
2. Open build
3. Press play
4. Notice that levels are not loaded

Thanks whoever closed this and marked it as "By design" without providing *any* further information. There's nothing on the LoadAll page either.

I was wondering how this is by design? Does this mean RESOURCES.LOADALL() does not work in WebGL?
