Pop up box content not fully inside Unity Window when first hovered over with mouse
How to reproduce:
1. Open or create Unity project, have it in full screen
2. Make a Canvas
3. In the Rect Transform, hover over Blueprint mode/Raw edit mode button or any help button
Expected result: A pop up box describing further detail about functionality is fully visible inside Unity
Actual result: The pop up box is placed more to the right so some of it's content is outside the Unity window
Reproducible with - 2018.2.17f, 2018.3.0f1
Not reproducible with - 2018.1.9f2, 2019.1.0a12
Fixed with 2019.1.0a7
