Package Manager selection resets to the first item in a list after the package is installed or removed
How to reproduce:
1. Open the attached project "1234438.zip"
2. Open Package Manager
3. Select All Packages
4. Click on any package that is not first in the list and install it
Expected result: after import, the same package is selected
Actual result: after import, the first package in a packages list is selected
Reproducible with: 2020.2.0a7, 2020.1.0b5, 2020.1.0b4
Not reproducible with: 2020.1.0b3, 2019.3.9f1, 2018.4.21f1
Could not test with: 2017.4.39f - Package Manager is not introduced in this version
