Critical Error encountered when using Thai (Thailand) region format
Reproduction steps:
1. Close all Unity Hub processes in the Task Manager
2. In Control Panel > Region set the format to "Thai (Thailand)"
3. Open Unity Hub
Expected result: The Hub opens
Actual result: The Hub encounters a Critical Error
Reproducible with: 3.4.0-beta.1, 3.4.1, 3.6.1
Not reproducible with: 3.3.0
Reproducible on: Windows 10
Note: Couldn't reproduce the issue with English, Japanese, Turkish, or Lithuanian region formats
Workaround: Navigate to C:\users[yourusername]\AppData\Local\Unity\, remove Unity.Licensing.Client.log files that end with a suffix (e.g. Unity.Licensing.Client.log.1), kill any leftover Hub processes, and restart the Hub
