Cannot uncheck folders in the Package Import window when they contain Assets already in the Project
How to reproduce:
1. Open the attached Project "Alpha16.zip"
2. Import "Unity Terrain - HDRP Demo Scene" from the Asset Store into the Project (link can be found in notes)
3. In the Import window, uncheck "SampleSceneAssets"
Expected result: The "SampleSceneAssets" folder and all subfolders are unchecked
Actual result: The "SampleSceneAssets" folder remains checked
Reproducible with: 2022.2.0a1, 2022.2.0b3, 2023.1.0a4
Not reproducible with: 2020.3.37f1, 2021.3.7f1, 2022.1.11f1
Reproduced on: Windows 10, macOS 12.3 (Intel)
Notes:

- Attempting to uncheck the folder unchecks all Assets that are not present in the Project. Ordinarily, you can check the folder again to check all those Assets back quickly, however, as the folder remains checked, clicking on it again does not check the Assets
