[Android] Object movement stutters on Android even with constant Time.deltaTime
Reproduction steps:
1. Open the attached project "TimeDeltaTimeRepro.zip"
2. Switch to Android
3. Build to a device
Expected result: objects do not stutter
Actual result: objects stutter (see attached GooglePixel2Repro.mp4)
Reproduces on: 2021.3.2f1, 2022.1.1f1, 2022.2.0a15
Does not reproduce on: 2019.4.39f1, 2020.3.34f1

Notes:
-Reproducible on Linux and Android, not reproducible on Windows
-Make sure you use landscape orientation on the device
-Turning on OptimizedFramePacing does not have an effect
