A package can't be added by Git URL and by Name when pressing Enter
Reproduction steps:
1. Create a new empty project
2. Go to the 'Window -> Package Manager'
3. Click the add '+' button in the status bar
4. Select 'Add package from git URL' from the add menu
5. Enter any valid package Git URL
6. Press Enter
Expected result: Package is added
Actual result: Package can only be added by clicking on the 'Add' button
Reproducible with: 2022.1.0a16, 2022.1.0b2, 2022.2.0a1
Not reproducible with: 2019.4.34f1, 2020.3.25f1, 2021.2.7f1, 2022.1.0a15
Note: 'Add package by name' also can't be done by clicking Enter
