3D Physics Layer Collision Matrix elements are misaligned when new Layers are added
Reproduction steps:
1. Open the attached “CannonRun_UVC.zip” project
2. Go to Project Settings (Edit > Project Settings)
3. Go to Physics Settings (Physics > Settings)
4. Expand the “Layer Collision Matrix” settings
5. Observe the Layer elements and corresponding checkboxes
Expected result: All elements align with the checkboxes
Actual result: Elements are misaligned from the checkboxes
Reproducible with: 2023.3.0a3, 2023.3.0b3
Not reproducible with: 2021.3.34f1, 2022.3.17f1, 2023.2.5f1, 2023.3.0a2
Reproducible on: macOS 13.6.1 (M1), Windows 11
Not reproducible on: no other environment tested
Note:
- Reproducible on a new project when more than 5 Layers are created

Still occurs in 6000.0.0f2.
Not sure how this acceptable for a shipping product. The amount of time wasted by the introduction of this mess of a UI is probably hundreds of hours across the user base, while it would probably take a dev < 1 day to fix.

Also, the tooltip that indicates the layer combination when hovering a checkbox is missing.
